First thing I’d always do is add a case of liquid chlorine to the pool to reach breakpoint chlorination. It should take care of the issue if it is algae/organic waste.
If that does not clear it up it could be a ph/Alkalinity issue, normally when they are on the high side vs. low, so water chemistry testing would help.
As a last resort if there is fine particulate in the pool that is not effectively filtering a product called a flocculant can be used. SeaKlear Water Clarifier is great, it clumps small particles together to be trapped more efficiently by the filter.
