1. Try to ALWAYS avoid placing tablets in a skimmer. Get a floating dispenser.
2. There are most likely metals in the pool water -Use Ferritabs* or metal remover
3. Chlorine is an oxidizer and can cause levels to be different. *Ferritabs work great with sand filters and remove the iron and metals in the water due to hose water, reopening pool, etc.
