Can I convert my vinyl pool in to a non vinyl pool by taking the vinyl out and using pool paint to paint the surface?

No, you can’t convert a vinyl pool this way. The vinyl is what makes the pool waterproof, so it needs to be replaced with another vinyl liner to hold water properly.
