When I turn on the pump water flows strong even through the return but the canister will not stay filled up unless I open the vent screw. NOTE: There is a very slight leak in the pump housing but it is flowing strong. I’m trying to get the water to flow through the cartridge inside the canister.

Have you looked for blockages inside of your cartridge filter? When is the last time you acid cleaned your cartridge, or replaced it? We’d need to know a bit more about that to give you more advice, but those would be the things to start with.
