What causes this and how do I remove this crust. I tried baking soda and it doesn’t get the thickest parts.

Is it a salt water pool? It could be stainless steel from the panels of the pool deteriorating and depositing on the liner. Or iron/copper or calcium if water chemistry is high in any of those elements. I’d have to see more photos and have more knowledge of your pool and conditions (well water/city) etc. to have more ideas.
