Ladder Anchors Stuck

I have a vinyl pool with stamped concrete decking. Two years ago, the pool ladder was removed to put in a new liner. The installers cut the ladder at the base because they could not remove it. Now, part of the ladder is stuck inside each anchor. I have tried spraying PBBlaster in each anchor, using a blow torch to heat the remaining metal to break it apart, drilling, and using a multitool to cut the pieces out. Do you have any recommendations to get the remaining metal out?

Sounds like you are doing everything you can. If you can’t get them out, you may have to break out the concrete and replace the anchors themselves.
