Painting concrete outdoor spa.

I want to paint my concrete outdoor spa because I had to repair several chips w/ pool plaster but could not match color but I am concerned about whether a) paint will hold up or b) health issues considering spa temperatures reach 104 degrees. I don’t want to use epoxy because if I want to resurface at a later date it will be too difficult and i don’t want to consider resurfacing yet since I already spent time replastering all chips etc. Is there a suitable paint available that will last 2-3 years and will stand up to high water temperatures and not pose health risk?
