Ok. Saltwater pool. Kids felt a little sting in pool. Measured 3 volts from water to wet concrete deck.
Power company came. Killed power at transformer, voltage still in pool. They then disconnected the neutral at transformer, no voltage in pool. The response, power company has a problem, but if pool bonded correctly, we would not feel the voltage in the pool.
Now, i began looking to see where the copper wire was grounded at the equipment pad. Could not find a copper ground. All I could find was copper wire that connected the plumbing anode to the pump. Nothing from pump to ground. Nor was there a ground wire to the outside breaker panel.
I called pool company and sent pictures. Guy came out and said he was going to send guys out to dig to find copper. 4 days passed, and nothing. So I dug near equipment pad. Found ground wire wrapped multiple time around pvc pipes with loose end just laying in dirt. Called pool company. They were going to send guy to house 3 days ago. Did not show. Today, I drove 2 ground rods end-to-end in ground. Connected the copper wire to ground rod, ran copper wire from rod to pump and outside panel.
Still measuring voltage. Then, I connected one end of #10 wire 100 ft long to ground rod, connected other end of wire to lead on analog meter. Took meter to all metal parts around pool. 3 places had zero ohms. 3 places had around 80 ohms.
The pool is 10 years old.
Any ideas? Could the fact the the copper wire that just layer in turn for 10 years instead of being connected to ground rod and anode have contributed to this?
Any idea of what power company problem is?

If you are still feeling the sting keep investigating. If the pool wasn’t built properly (and it sounds like perhaps it was not) you may need to remove patio to make sure all grounding/bonding are in place and add if it’s missing. It’s unfortunate, but electricity is not something to overlook.
