Dead Water?

Hey there. I have an above ground pool 3.5m a 2.5 x 1m deep.
I’ve got a level tester and I add chorine and anti-algae when tests tell me too.
The pump never did much and gave up soon after installation. I tried to clean the filter all the time but it looked like the filter itself was breaking up.
I stepped up the anti-algae when summer came. I regularly vacuum the pool.
I got slack about the anti-algae one time and things got scary so I put pretty much a whole 5 litre bottle in to sort it out.
Since then, I cant see the bottom of the pool for green and there’s a kind of oil film looking stuff on the surface.
Not only that, my body is drying up, seriously drying up in scary places, so much I had to go get moisturisers to stop parts of me looking like scrunched up paper bags. Gross.

Is there something else a pool needs to stay happy apart from chlorine and anti-algae?
How much of it? The manufacturer didn’t bother to advise.
Have I actually killed the water and need to refill?

Thanks
