I'm adding steps to my inground liner pool.
Steps are made from concrete blocks.
Question - should I cover all new work with poolcrete? 
Is the square edge of steps a problem for the liner? If so, should I install some type of bullnose at the step edges for a rounded form?

It would likely be best to cover the concrete blocks with concrete and create as smooth a surface as possible. If you are having the liner made to cover the steps the liner can be made with rod pockets, a pocket you can slide a rod into and then drill brackets/fasteners into the concrete to hold the liner in place.
