Chlorine will not be neutralized if it seeps through the shell of a pool. Though I suppose it depends on which direction it is going. If water is seeping out, you’ll lose some chlorine. If water is seeping in, you’ll have a bit of dilution though not likely enough to make any changes besides some sediment or calcification on that surface near the crack.
