Intellichlor not producing

5 year old Intellichlor IC40 on a 25k gallon inground. My IC is not creating chlorine, I have it set at 100%, Taylor test kit reads under 1.0 and pool is turning very cloudy. My IC is blinking green ‘cell’ light and the Intellicenter is indicating the same thing (to clean/inspect cell). I removed cell, it was clean, but I did the muriatic wash as manual describes. Salt level is over 3300. Water temp is in 80’s. Stabilizer was last tested to be around 50. Last month I checked the IC40 for lifespan, it lit up to the 40% light. I’m lost. My phosphates are high, but historically always run high. PSI on my sand filter is running around the same as always. VS pump is set to 2200 rpm. I pressed the ‘more’ button on IC40 to diagnose, but not really sure how to interpret. Could it be time for a new flow switch in the IC? What do you think?
