If the chlorinator is leaking from the bottom it’s likely cracked and should be replaced.

We build pools in Michigan and we don’t use the thermal air gap. We do experience settling of backfill however. Yes, add backfill to prevent further step damage, it’s the only way to remedy this situation.

If you locate the leak itself you can try to seal with silicone. There isn’t anything you can paint onto the vinyl that will stop leaks over an entire surface. Replacement may be the next thing to consider.
